Motorcycle Repair: 1981 cm400e, honda cm400, speedometer shop

my odometer works but my speedometer will only read about 30 when your going about 60

Gary,  the most likely possibilities are that

a: The bike has been altered with a different speedometer drive, if the history is not known.

b: The speedometer bushing inside the meter is failing and causing wobble inside the magnetic assembly, which is not easily repairable, unless you know a good speedometer shop. If it buzzes and hums during operation, then the bushing lubricant has all dried out.
