what6 would cause the bike to not REV OVER 7000 RPM BEFORE THE TAK  JUMPS BACK AND FORTH

James, the tachometer signal comes from the ignition coil. Either the coil is failing or the spark unit that controls it is failing.

The 1-3 spark unit is the one that signals the tachometer.
