Motorcycle Repair: Cleaning a gas tank with kreem liner., tank liner, tank cleaner

I drained some old gas out of a fuel tank and it had some rust in it.  Some flakes about the size of grains of rice.  And it has a kreem liner in it that appears to be failing.  How do I clean it out to reline it?

The only experience I have with that tank liner is bad and I'd replace the tank. But it you don't want to replace it I do believe that the company that sells the tank liner also sell a tank cleaner or prep to use before you put in the cream product. Hope this helps you.
