when the tire rotates on my honda cb550 the chain seemsto bine/get real tight ..... is the chain shot from sitting.. or is itthe front sproket

Don, it's pretty common for a chain to wear unevenly. If you lube the chain up good, it may help but more than likely you'll need to replace the chain.  You can get by for a while, depending on how unevenly the chain is worn by adjusting the chain so it has the right freeplay where the chain is tightest.  The chain will be a little too loose in the other part of the chain but it will work for a while if you don't accellerate or decelerate too aggressively.  You'll run the risk of the chain trying to jump a tooth or two on the drive sprocket or worse.
