Motorcycle Repair: rokets scooter, voltage regulator, alternator

why would there be 17v on a 12 v battery? Disconnected battery I've-29v .all bulbs blown. what do I look for to fix?   Thank You,

Sorry but I'm not familir with a rokets scooter. What is it?  If I ventured a guess, the voltage regulator has failed and you are getting unregulated output from the alternator which blows lights and boils the water out of the battery.
