How can you tell if a bike is Jetted?
And can you just buy a stock Carbs and do away with it if its jetted?

Jetting the carbs is one of the first things done when upgrading, to tell if your carbs are jetted you will need to remove the carbs, dismantle them and look physically at the jets. Stock jetting is calibrated to best fit the bike for maximum fuel economy, jetting will lower your fuel mileage but increase your performance.
