Motorcycle Repair: Air Shocks 2002 Electra Glide, pressure gage, compresser

Question
I went to check the air pressure in the air shocks on my bike and had hyraulic oil come out of the valve when I put the air pressure gage on it. Is that suppose to be there?  There apprently is no air pressure in it, I wanted to get your answer before I try putting air in it.

It takes a special hand pump for shocks since you are putting such a small amount of air in there. Using a regular air pressure gage will make oil come out. Do not use a compresser to put air in or you will blow out the shock
