Motorcycle Repair: 97 kawasaki vulcan isnt getting fuel, electric fuel pump, kawasaki vulcan

chris i just purchased a 97 kawasaki vulcan  im having a problem with the fuel as long as you cover the throat  the bike will run  (roughly)but it wont  even try  to start unless you do that  does this bike have an electic fuel pump it looks like an electric fuel pump i dont know  im lost ive cleaned the carb  floates seem to be set right  please help thanks jeff          oh its  a vulcan 1500 really nice looking bike

Hi Jeff.
 Do the plugs look fouled?  If not, then how do they look?  Has the mixture been changed at all?

 Have you tested the fuel pump in accordance with the test proceedures in the repair manual?

When was the valve timing and adjustment done?  Is it due or overdue?

Start with that and let me know what you find.
