Motorcycle Repair: Starter idler gear not engaging, starter clutch, suzuki model

My 1984 Suzuki GS1000GK idler gear was not engaging periodically.  I took off the left hand crankcase cover and rotated the  crankshaft counterclockwise which freed the gear.  What would be making this not engage on occassion and is there a permanent way to fix it.  Thaks. R.n.
