Is carb synchronization something i can do at home on my 1995 zx7 kawasaki ninja or should do recommend taking it 2 a shop 4 this...also if i can do it myself is the tool used exspensive?

Visit this site to see carb sync tools. Most opt for the bottom two choices. Get the adaptors.
