Motorcycle Repair: 1986 yamaha radian, starter clutch, yamaha motor

hi, i was riding the bike i shut it down and awhile later i went to start it and starter did nothing, i removed it and bench tested it and nothing i picked up a used one and put it in and it spins but does not turn the motor i removed it, and the gear that the starter turns , i can turn by hand in one direction only is that normal? it seems that the direction it turns freely in is the direction the starter turns, is it maybe a starter clutch?  thaNKS
