my Started went 3 weeks ago and i put a new one in it turns over now and it will not start. it is getting gas and it has spark. Would you happen to know what it would be?

Can you tell me how it was checked for spark and fuel?
Just so we can verify the procedure.

Also, just to confirm, the no start condition was a result of the starter change?
