I keep burning out new tps, is there a way to set them?

The throttle position sensor should not burn out so quickly.  I would source a different store to purchase them from.  Setting is easy using a volt ohm meter.  Try rockauto.com autopartswarehouse.com or courtesyparts.com  The last one is a dealership in Richardson, Texas and you get only real Nissan parts from them.  A little more expensive but much cheaper than your local dealer.

You should be reading about .5 volts at idle.
