Nissan Repair: lights not working, dashboard lights, picture of a light bulb

My dashboard lights and my gear shift lights are not working. We checked the fuse to see if it blew and that wasn't the problem. We also checked the bulbs to see if that blew and that wasn't the problem either. Do you think that this is an electrical problem?

What kind of car do you have? Sometimes there is a dimmer knob that needs to be turned to the right to brighten the dash lights. Perhaps it is down to the lowest setting? Looks for it on the dashboard, should have a picture of a light bulb on it.
