Why would the fuel pump fuse blow every time it rains

The harness to the fuel pump connects on top of the tank.  There is probably corrosion that needs to be addressed.  That is, you need to drop the tank and check the harness.  Seal any bare wire and use di-electric grease on the connection.  That should do the trick.
