Nissan Repair: Car wont turn, brakes wont press, nissan sentra, sifter

I have a 98 nissan sentra and the car won't start. I tried to at least put the car in neutral and I can't get out of park because I can't press the brakes down. Can you please help me?

On the sifter there is a small cover that you can remove to access a hold that you stick a small common screwdriver in to override the lock feature.  Once you do this you can turn the wheel and shift.  If the brake will not depress you probably have a frozen master cylinder.
