How to make an engine to turn over?

Hello John,
You may ask another question, but I need to know exactly what you mean by turn over.
Do you mean make the starter operate, or if it is operating, but not cranking the engine over, or if it is cranking the engine over, not starting and running...etc.
Also...what kind of car?
Make, model, year, engine, and what all has been done, or what it won't do.
