97 pontiac trans am ws6    power windows work if radio works    no radio no windows  and vice versa    what the heck do these have common

Well is ther anything else that is not working on this when one does and the other doesn't? Sounds like a bad ground connection somewhere either under the hood on the strut tower is a likley playe to start looking. with out seeing it it's hard to say but there has to be something else on the car that is not working that can be a common thread to tie them together like wipers blower motor some kind of a accessory.
