Pontiac Repair: Turn signal problem, pontiac bonneville, hazard flasher

1987 pontiac bonneville, brake lights, and tail lights work, turn signal will not flash, cannot locate flasher, found hazard flasher and they work fine. thank you for your time :)

According to the service I use It states location as
"Turn Signal: Underside Of Steering Column."
I wish I could help more, but they have no pics and it has been so long since I've been under one of these cars, I'd be lying if I told you exactly where it was.
