Small Engines (Lawn Mowers, etc.): governor wont work

I have a toro 621e power clear snowblower and the governor doesnt work. The engine also surges constantly

Most likely a dirty carb. Do you have an air compressor so you can use to clean the carburetor?

You could order a new carburetor, Toro part number 120-4418.  Google the part number.

If the governor is not working, make sure the carburetor throttle butterfly is not sticking...I have seen them gum up due to bad fuel.

Make sure your fuel is no older then 60 days old and use STABILIZER!!!  This will help keep the fuel system working properly.  Without STABILIZER the carb will gum up, fuel lines will harden and it will not run.
