Small Engines (Lawn Mowers, etc.): Ariens Snowblower pull starter

Question
I have an Ariens 7 HP snowblower.  The bolts holding the rope pull starter loosened up and fell off, I remounted it and tried to start it but it is not turning the engine over. There is a small gold colored clip that fell out and I have no idea where it belongs.  Any ideas?  Thank you

Sounds like the starter pawls, the center pins, are not coming out when you pull the string.  Are both starter pawls in the starter?
