Small Engines (Lawn Mowers, etc.): Ariens s-12h

Question
I picked up an Ariens s-12h the other day an brought it home to mess with. I got it running,lights work, and the mower deck/implement buttons work but I can't get it to move or the hydraulics to work? The deck won't even lift up. The trans fluid is full and I put the free wheeling valve lever up and down? Any suggestions? It's been sitting for about 10-12yrs if that helps

Did you review the Owner's manual?

Is the mower in free-wheel mode? (pg 8)

Did you drain the fluid and replace the filter?

That looks like a really well built machine...very heavy duty.  How much was it?
