It seems impossible to hold spring cover and pulley as I slide both together onto shaft as I am replacing a broken pulley on an older craftsman weed eater? Lance

What model do you have?

It may be easier to install the spring first, inside the housing, then install the pulley.

You do not have to have the outer spring holder, you can install the spring in the housing first, just start the spring end and roll/feed the spring into the housing.
