Small Engines (Lawn Mowers, etc.): How do you install this clip

Question

Clip picture   My pull cord broke , so I took the pull starter apart and replaced it and cannot figure out how this clip is installed, 'Where do I lock in that 'J' shaped hook!!! Can you help show me with details on how to install this.

The diamond shape piece fits on the pulley and the J hook sits under the retaining plate.
