Small Engines (Lawn Mowers, etc.): engine, briggs stratton, mechanical governor

Question
Have a briggs & stratton 16hp 326431 type 0153.
Purchased without hearing it run. Was told by previous owner that carb was flooding. I purchased new carb. Got the engine running, adjusted carb at idle. Now when I move the throttle from idle the engine goes to extreme high speed. Any idea how to resolve my problem.

Either the governor is misadjusted or the governor link rod that connects to the carburetor butterfly shaft is in the wrong hole.
