QuestionI have a Briggs & Stratton Engine Model Number 446777, Type 0241-E1. 22h.p. At present time while cutting the grass. The engine started to race. Well above the 3,000 - 3,000 high speed. The throttle and choke has no effect on it. Had found tube to fuel pump tore. Replaced tube, fuel pump and rebuilt carb. Still have the same problem. Want to blame the Governor .Would estimate rpm @ about 6,000. Any suggestions ?

have you tried adjusting govenor ? if not try identifying the direction of movement as below
remove throttle control cable from swivel on control bracket, move the governor arm and rod assy from fully closed ( that is from where the engine usually idles at against the stop screw) and hold it there, then move the governor link from closed to fully open and note which way the governor arm rotated - loosen the clamping nut on shaft and move govenor link and arm to full open again and turn the governor shaft in the same direction that the arm moved when it moved from closed to fully open , hold this position and tighten nut
basically hold throttle @ fully open, loosen gov shaft nut , turn governor shaft (CORRECTION )-CLOCKWISE fully and hold this position and tighten nut , reconnect throttle cable
note always be ready to shut engine down - quickly overspeed can damage internals and cause injury to person(s)
