Small Engines (Lawn Mowers, etc.): honda hra214 lawnmower rewind cord, rope and pulley, honda hra214

Question
The cord is fine but will not rewind totally into the shroud pulley.  How do I tighten this mechanism so it will work properly

if you remove the starter cover from the housing,  turn it over  and pull out the rope  about  12 inches, then hold the rope at that position and pull the rope out between the rope guide and the pulley, and then rotate the rope and pulley together clockwise rotation ( or  the direction the rope comes out of the startrer housing ) and put 1 or 2 more turns on the tension spring and let the rope go back into the pulley between the rope guide  , make sure it does not jamb !  test the starter action before refiting  recoil starter to housing .
