Small Engines (Lawn Mowers, etc.): pto wont engage, push mowers, garden tractor

Poulan riding mower 16hp 38" mower runs but pto will not engage why?

Answer
Is a fuse blown?  Is the charging system producing enough power?

At their webpage, scroll down to the "Turf & Garden" section.  There are several PDF files in the section.  You do have a BBC...this is for push mowers.
