Small Engines (Lawn Mowers, etc.): trouble with honda hs55 track snow blower, stretched spring, honda engines

Question
2 problems.. it loops and races ..the throttle speed contol lever has no effect think it is a spring not hooked correct on the govener control  or stretched spring needing to replace..
cant find a diagram how to hook up correct...

2nd trouble.. drive not working correct when shift to forward gear .. have to rock unit back and forth to get to engage into forward motion.. have no idea what to check

works every time when shift to reverse. but not forward unless i manually roll track forward and or backward till it grabs

do you have an outlet for a shop manual . i now am disabled and on ssa and cant really afford to hire work done if i can do it my self

As for the drive, have you checked the belt and idler pulley?
