Small Engines (Lawn Mowers, etc.): will not start, filter motor, gas filter

I have a 2004 Craftsmen tractor with a 17.5 kohler pro motor.
Motor last started had no power and stalled when raised to high speed.Changed spark plug and gas filter.Motor does not start now and get popping noise when I put choke on.When I use starting fluid it pop's louder.Pulled plug it does seem to get gas after cranking.

Do you have spark?  How old is the gasoline?  Has the carburetor ever been cleaned?  Have you checked the valve gap?

There are lots of carburetor cleaning videos on You Tube.

I would start by checking spark, checking the valves, and cleaning the carb.
