Small Engines (Lawn Mowers, etc.): go kart, starter repair, engine specs

? my boys have a murray 2 seater go-kart and it has a 0hh60-7106c engin the engin itself is fine however the pull cord is broke and the last guy who owned it removed the metal cover and cord is there somewhere i can buy the part or do i need to replace the whole engin or if i can just buy the part and replace it will it bolt on easy ?

Starter, Tecumseh part number 590748, $71.42.  YIKES!!!

Pulley part number 590681...$35.78...still expensive.
