The mower has a Briggs&Stration  engine 15.0 Hp electric start 6 speed. Engine mod 28N707, type #0160-01.

It started at the end of last summer, but when I tried to start it this year the starter barley turns the engine over.  I have cleaned all the electrical connections checked the battery.  When I remove the plug the starter turns strong. When I replace the plug I can put my hand on top of the engine and it turns with ease.  I have tried to jump start but the starter barley turns the engine.  Since the engine turn easily with plug out and with plug in I can turn the engine by hand , Could it be the Starter?

Possible the starter is going bad but have you had the battery load tested?  I have only replaced a handful of starters but have replace thousands of batterys.

You can take the batttery to most any autoparts stores and they will test it for free.
