Did you remvoe the panel to gain access to the belt?  Do you see a pulley that moves when you engage the auger?  You may have to remove this pulley as well as a couple of belt guides to install the belt.

If the belt is too tight then I would double check the part number to ensure you have the correct belt.  Worst case I remember on one really old snowblower, I had to remove the engine mounting bolts and tilt the engine to install the belt.  Can't remember the snowblower brand but is was a real challenge getting that belt on.

Try removing the ilder pulley, if you have to, to install the belt.
