Questionthe engine only runs at one ideal spot(half open)when trying to lower or raise idle the governor will open and it will go up and down raving,will not run smooth.how can i fix this

SOUNDS LIKE YOU MAY HAVE A FUEL FLOW / CARBY PROBLEM
MAKE SURE MANIFOLD BOLTS AND CARB BOLTS ARE TIGHT ?
CHECK THAT ALL GOVERNOR SPRINGSARE IN POSITION AND ARE FREE TO MOVE , NO BINDING
CHECK FUEL FLOW FROM TANK TO CARB
CHECK THE TANK BREATHER CAP FOR VENTING
CHECK FOR FUEL IN THE BOWL
REMOVE CARBY , DISMANTLE AND CLEAN OUT - SOAK IF YOU HAVE TO 1/2 HOUR MAX
REMOVE PLASTIC PARTS 1ST THEN BLOW DRY AND SPRAY CRC THROUGH EVERYTHING
CHECK FUEL NEEDLE VALVE AND FLOAT- CHECK THAT IT SHUTS OFF AND OPENS PROPERLY
CLEAN MAIN JET , CLEAN MAIN NOZZLE / EMULSION TUBE , CHECK PILOT JET IF HAS REMOVABLE ONE
CHECK EMULSION TUBE AIR BLEED- SPRAY CRC THROUGH IT
CHECK IDLE AIR BLEED SPRAY CRC THROUGH IT
CHECK BOWL VENT - SPRAY CRC THROUGH IT
CHECK IDLE & PROGRESSION OUTLETS ARE CLEAR - SPRAY CRC INTO IDLE AIR BLEEDS AND WATCH IT COME OUT IDLE AND PROGRESSION PORTS
ONCE CLEAN AND CHECK REFIT CARB AND RETEST
