Small Engines (Lawn Mowers, etc.): runs rough, compression stroke, tecumseh engine

this is a new 10 hp tecumseh engine with less than 2 hours run time. it runs rough, i blowed carb out with compressed air and put a fuel filter in fuel line. it is beter but still surges

sounds like you may have some debris from tank in the carb jets/ openings

drain tank and clean out, clear fuel line, remove carb and clean idle fuel and air bleed openings and main jets and nozzle , check valve clearanceif ohv   should be 0.004 " in / ex @ tdc compression stroke , if unit has fuel pump check flow from pump to carb while cranking it should have good flow

try governor adjustment , but should not need it
