QuestionI have a craftsman lt1000 42 inch riding mower that has a craftsman i/c 17.5 hp ohv engine with the anti-vibration extra or something. It has the Briggs and Stratton name on the top of the engine. The governor will not stay still. It surges at idle or when reved, yet when I engage the blades the engine runs fine. Disengage and the governor starts surging again. I have fresh gas, plug and air filter. Is there a setting or what can I do?

sounds like you have debris or a fuel flow problem in carb , if unit runs fine under load & revving , remove load then surges -
check flow from tank to fuel pump if has one , then with engine canking over check flow from pump to carb if all good here - remove carb - clean exterior, dismantle and clean out idle PILOT jets AND IDLE FUEL PASSAGE and HI SPEED AIR bleeds and BOWL vents and EMULSION TUBE
( TOP NO LOAD SPEED AND GOVERNED IDLE ARE CONTROLLED BY IDLE TRANSITIONAL PORTS - check for flow of fuel to bowl as well -if unit has afterfire solenoid fitted to carb bowl - check it for plunger movement with a 9 volt battery it should pull down when connected and push up when disconnected
TO ADJUST GOVERNOR- MOVE THE GOVERNOR LINK ON THE CARB ( THROTTLE PLATE FULLY CLOSED) THEN MOVE THE LINK TO FULLY OPEN - AS YOU DO THIS NOTE THE DIRECTION THE GOVERNOR ARM MOVED
CLOCKWISE OR COUNTER CLOCKWISE - LOOSEN THE NUT HOLDING GOVERNOR ARM ON GOVERNOR SHAFT , MOVE THE THROTTLE LINKAGE TO FULL OPEN THROTTLE ( NOT WITH THROTTLE CONTROL ON PANEL ) BUT WITH YOUR FINGERS ON THE LINK FROM GOVERNOR TO CARB NOW TURN THE GOVERNOR SHAFT IN THE DIRECTION NOTED WHEN IT MOVED( FROM FULLY CLOSED TO FULLY OPEN ) FROM MEMORY THIS SHOULD BE CLOCKWISE ,HOLD @ FULLY OPEN AND TIGHTEN THE GOVERNOR ARM NUT
