Small Engines (Lawn Mowers, etc.): Clutch ???, clutch linkage, clutch pedal

Question
My John Deere RX95 Moves at one speed only. it has all new belt and new clutch rod assembly from pedal to variator and new brakes.  I have adjusted the brake and clutch linkage per operators munual. The brake works fine, the clutch pedal does not return completley to the top and still have one speed, "SLOW". What am I over looking??

sounds like you missed a belt or vairiator it could possibly not be sliding down or not have them fitted or routed correctly ?  rx 75 and  95  were tricky to work on at the best of times  and sx 75 and 95 were almost identical
