QuestionWon't start. No fuel on plug after several pulls and no fuel in gas line anywhere from filter to carb inlet. New filter, new line.
Also, should I be able to see an arc on the spark plug when I pull the starter cord, with the plug removed but still attached to the spark wire?

It sounds like a carb issue. The carb most likely will either have to be rebuilt or replaced.
My advise is to replace carbs these days. Replacing the carb is a better chance of the unit running good then rebuilding. And carbs aren't that expensive.
