from my info about generators from the states they should run at 3600 rpm 60 hz top no load speed & when you place a load on they slow to governed sppeed according to load
generators never really idle like a car or motorcycle or lawnmower engine
if you were to plug in a portable drill and use it you will hear the engine rev drop down and stabilize as load is applied , then speed back up when load removed
you will need to set rev with a rpm tachometer or multimeter with Hz function on it
be careful with this be sure to set multimeter to 750 volt or higher a/c volts setting
plug leads into socket ( red meter into l/h hole --- black meter lead into r/h hole ) make sure they wont fall out start generator and check frequency Hz on meter
to adjust frequency locate scew above pull start cover and under the tank
it will be on a bracket with a long heavyish spring attach to a arm
turn this screw clockwise to raise revs (Hz) and counter clockwise to lower revs ( Hz)
which should be 60 Hz or cycles a second
if in doubt see if local repair shop can help with this
