I then had spark at both plugs and reassembled everything, but it still would not start, and when I pulled a plug and checked for a spark, there was nothing again. I'm wondering about the gap between the contacts on the flywheel and the coils, or what I need to do next. Thank you for any advice you will offer.
ANSWER: Gap should be .010-.015 inch.
What is the Toro model number? The model number is found on the Toro sticker usually located under the seat.

QUESTION: The model of the 1995 wheelhorse 266-H with no spark at the plugs is 72084. I set the gaps at the coils to 0.010, but still have no spark. The current at the coils is only about 1 volt, or a little less. I charged the battery, hoping for a simple solution, but still have no luck. Thanks for your time and help.
AnswerDis-connect any wires connected to the coils. Remove the spark plug and check for spark. If you have spark the coil is good and there is a safety switch causing the problem.

Page 30 has the wireing diagram. Did you check all four fuses?
