Small Engines (Lawn Mowers, etc.): sears riding mower, ohv engine, compression release

my mower tries to crank ,but only way to get it to crank is to put battery charger on 200 amps. but battery is fully charged. whats my problem,

If this is an OHV engine, then probably you have a valve adjustment issue.  The valves must be adjusted properly for the compression release to work.  The following link explains the adjustment procedure.
