Small Engines (Lawn Mowers, etc.): Scotts (John Deere) 1742 garden tractor, safety switches, tractor work

My 1742 starts with the clutch/brake depressed, but will also turn over (but not start) with the pedal not depressed.  I suspect something with the 'Reverse Implement' option but I don't know...  Thanks!!

The safety switches will only let it start when in neutral, or the clutch depressed,or both, so what is the problem??

Does the mower/tractor work like it is supposed to?
