Small Engines (Lawn Mowers, etc.): JD 165 starts but wont idle, good shape, air compressor

the mower has set a few years, I drained the old fuel out
of the tank and cleaned carb and jets. the mower will
start, but wants to rupe at all speeds but is worse at
lower speeds, when you throttle down it will die before it
will idle any suggestions

Answer
Clean the carb again.  Did you blow air from an air compressor through all the carb orfices?  

I have had to clean carbs 2-3 times before they ran correctly on engines that sat for a few years.

Are the intake/block and carb/intake gaskets in good shape?
