What can I do to stop flooding if I turn the fuel off it runs well till out  of fuel

Answer
Your getting flooding due to a carburetor problem.  Perhaps its a heavy float-(broken float) or simply just dirt on the inlet needle.  Replace or clean the carb and your problem will go away.  I recommend complete carb replacement because many times, one spends alot of time of cleaning the carb only to find out it needs to be replaced.

If this came into a shop, we would replace carb as it would be more cost effective to do so.

Caution:  gas can get into the crankcase and dilute your oil causing engine failure.  Do you notice your oil level rising when not running your tractor?
