while bloing sno it just bstopped electric start won,t work and the pull cord won,t pull to s tart the engine

Answer
It sounds like the engine has seized up due to lubrication.  If you can not turn the engine over with he recoil starter, remove the belt cover and see if you can turn the engine over by hand from the crankshaft end.  If this does not work the engine is seized.  Repairing an engine like this often exceeds the value of the unit.
