Small Engines (Lawn Mowers, etc.): another tiller question, j c penney, questioners

Question

26" J.C. Penney Tiller Hi John,

The only identifying numbers on this tiller sold by J.C. Penney is on the chain case.  It is Model number 3032 8.  The 8 could be a B.  I have seen references to Penney's tillers with similar numbers pre 1990's, but a later sequence serial numbers.

Any help identifying the manufacturer or getting schematics of the tiller would be appreciated.
