Small Engines (Lawn Mowers, etc.): 5hp engine on snow blower, ohv engine, snow blower

Question
when applying a load like snow to it it basically will stall out, cleaned carb took apart and spark plug. I swaped another carb and still dose it. Adjusted governer got more power but when you go to the snow it wants to stall checked blades nothing hanging up.  Is there a internal problem with the motor. thank you
