My lawnmower runs too slow (speed) even when it is on rabbit speed. It is in excellent condition otherwise. What part of the mower controls speed?

Find the owner's manual at the website above.  Find your owner's manual PDF, open it, got to "Maintenance" and then read the "Throttle Control Cable Adjustment".  Make sure the cable is adjusted properly.
