model b43gcao18/43270 can this engine be rebuilt. has a lot of hours  oil blow by, governor is not working right  till it is warmed up?

From your Description of this Engine, I Suggest you Purchase a Short Block. You get a Warranty and the Cost will be Less than Doing a Rebuild yourself. With the Machine Shop Costs that will be Required for this Rebuild, a Short Block is the Only Low Cost Way to Proceed with Repairing this Engine.
