Small Engines (Lawn Mowers, etc.): Troybilt SP mower, place thanks, troy bilt

Question
I have a Troybilt self propelled 21" mower, model 12AV839N711.  Someone just gave it to me because the front wheels fall off.  I have compared the mower with an exploded view of a parts list and the only item I can see missing is a Spring Bracket Cover, part 731-05237B.  Can't imagine that this has anything to do with, but thought I'd ask.  What keeps the front wheels (actually the Front Bracket Assembly, 687-02133 in place?   Thanks!
